SPRINGFIELD – Contractors will have to meet a standard of 90% Illinois workers on public works projects if the state’s unemployment rate remains over five percent for a second straight month. After Illinois had a 5.1% jobless rate in March, the provision of state law could take effect after the Bureau of Labor Statistics releases its April numbers. The National Federation of Independent Business said public works contractors who fail to ensure that 90% of their workforce is from Illinois could face civil penalties and lawsuits.
