SPRINGFIELD – The Illinois Department of Natural Resources announced that youth waterfowl hunting applications and the second lottery for public duck and goose hunting area permits are open through Oct. 1, while the statewide bobcat permit lottery runs Sept. 1-30 with a $5 fee. Waterfowl hunting season is also open statewide Sept. 1-15.
