ROCHELLE — The City of Rochelle will hold a groundbreaking ceremony at 10 a.m. tomorrow at 1851 Steward Road to mark the start of a $4.67 million Transload Yard and Railroad Extension project east of Steward Road. Funded mainly by federal and state grants with additional city railroad funds, the project includes concrete paving, storm sewers, a railroad extension, mass grading, and a new triple-cell box culvert over a half-mile stretch. Construction is scheduled to begin in July and be substantially complete by November. The city also selected Fehr Graham Engineering for Phase 3 construction engineering services, with most costs covered by federal funds and the rest paid through the city’s railroad fund.
