ROCHELLE — Flooding at the BP Whiting Refinery in Indiana kept gas prices higher through Labor Day weekend, with Ogle County averaging $3.23, Lee County $3.28 and DeKalb County $3.36, according to the American Automobile Association. Illinois drivers are paying $3.50 on average, above the national average of $3.19. The refinery, the largest in the Midwest, was shut down for several days after severe storms, driving up prices across the region.
