SPRINGFIELD — Illinois Senate President Don Harmon is appealing a nearly ten-million-dollar fine levied against him by the State Board of Elections. The fine was handed down against Harmon’s campaign fund for exceeding campaign contribution limits. An attorney for the Oak Park Democrat argued this week that he didn’t violate the political fundraising law he helped write. Harmon is seeking to have the matter dismissed.
