Illinois Passes Alicia’s Law to Strengthen Efforts Against Online Child Exploitation

SPRINGFIELD – Illinois has enacted House Bill 2586, known as Alicia’s Law, to provide permanent funding and resources for the Illinois State Police to investigate internet crimes against children. Named after Alicia “Kozak” Kozakiewicz, a survivor of a high-profile internet abduction case, the law designates these investigations as a sustained function of the agency. Internet crimes against children include luring minors online, cyberstalking, producing sexual abuse materials, and online solicitation. ISP data shows the number of such cases has grown from 68 in 2018 to 145 so far in 2025, with arrests rising from 4 to 46 over the same period. The measure makes Illinois the 13th state to commit dedicated resources to addressing these offenses.
