Illinois Expands Electronic Lien and Titling

SPRINGFIELD — Illinois will require all lenders processing five or more liens annually to use its Electronic Lien and Titling system by July 1, 2026. The digital system replaces paper titles, allowing faster transfers and instant lien releases while reducing errors, costs, and fraud. Enrollment is available through approved service providers or the state portal, and statutory fees remain unchanged. The system launched statewide in 2024 and the Secretary of State’s office is working with lenders and dealers to ensure a smooth transition.
