Durbin, Grassley Reintroduce Bipartisan H-1B, L-1 Visa Reform Bill

WASHINGTON DC — Senators Dick Durbin of Illinois and Chuck Grassley of Iowa reintroduced bipartisan legislation to reform the H-1B and L-1 visa programs, targeting alleged fraud and abuse while seeking to protect American workers and foreign visa holders. The H-1B and L-1 Visa Reform Act would add wage, recruitment and transparency requirements for employers, prioritize visas for workers with advanced STEM degrees, set new limits for L-1 petitions, and expand enforcement authority for the Department of Labor. The bill, also backed by Senators Richard Blumenthal, Bernie Sanders and Tommy Tuberville, follows criticism of major corporations for allegedly displacing U.S. workers while filing thousands of visa petitions.
