Court Sides With Raoul In Homeless Funding Case

CHICAGO — Illinois Attorney General Kwame Raoul and a coalition of 18 attorneys general, along with the governors of Kentucky and Pennsylvania, won a court ruling blocking conditions the Trump administration placed on more than $3 billion in federal Continuum of Care grants for homelessness programs. A U.S. District Court ruled the U.S. Department of Housing and Urban Development violated federal law by adding the funding conditions, which the coalition argued threatened housing and support services for people experiencing homelessness. Illinois received more than $182 million through the program in 2024 to support permanent supportive housing, rapid rehousing, transitional housing and other services. Raoul said the ruling protects critical funding that helps provide stable housing for vulnerable residents across Illinois.
