CHICAGO — The Chicago City Council is signing off on the biggest settlement for police misconduct in the city’s history. Aldermen voted to approve a proposed 261-million-dollar payout to resolve 16 police misconduct lawsuits against disgraced former Chicago police detective Reynaldo Guevara. The payout resolves allegations of misconduct from the 1980s and 1990s.
