BELVIDERE – The Boone County clerk and recorder is stepping down. Julie Bliss resigned last week, the same day she agreed to a plea deal in a court case. Bliss was indicted on allegations of stealing money from the county and using a Boone County credit card to pay for personal expenses while serving as county clerk and recorder. She was arrested in August 2023 and had been on administrative leave.
