Byron Continues Negotiations on Sewer Agreement with Constellation

BYRON — The Byron City Council is continuing discussions on a draft agreement with Constellation to connect the nuclear generation station to the city sewer system. Under the proposed plan, Constellation would cover all construction costs, land acquisition, and easements, while the city would manage engineering, design, and bids, and oversee project management. Constellation would transfer the completed system to the city, with a targeted completion date of June 2028. Other companies could potentially tie into the system, with an agreement with Constellation to pay them back a portion of their initial investment.

The city is negotiating the usage fee, proposed at $14.25 per thousand gallons for a minimum of ten years with potential annual inflation adjustments, and seeking provisions for a gravel path along the route for future maintenance. City officials also want language protecting Byron from breach if the project extends beyond 2028 for reasons outside city control. No easement or property purchase agreements will be finalized until the full route is secured, with a preference to use a local title company. A final contract is expected to be presented at a future meeting.
