CHICAGO — Illinois Attorney General Kwame Raoul joined the Federal Trade Commission and a bipartisan group of state officials to stop what they allege was a deceptive fundraising scheme by Kars-R-Us.com Inc. and its operators, who raised more than $45 million nationwide while directing less than 1 percent to breast cancer screenings. The lawsuit and proposed settlement accuse Kars of misleading tens of thousands of donors, including about 3,000 in Illinois, through TV, radio and online ads claiming vehicle donations would help provide free and low-cost screenings. Under the settlement, former company president Michael Irwin is permanently banned from fundraising, while current president Lisa Frank and the company face restrictions and a suspended $3.8 million judgment unless they are found to have misrepresented their financial status.
