ROCKFORD – A Rockford charter school is suing Winnebago County. A lawsuit filed by Kikifer’s Entrepreneurial Academy accuses the county of systemic discrimination. The suit says the Winnebago County Community Mental Health Board, Winnebago County, and others systemically excluded black-owned organizations from accessing public mental health funding. KEA claims it has been denied grant money by the health board multiple times since August.
