SPRINGFIELD — Illinois Secretary of State Alexi Giannoulias is warning residents to avoid investment offers from Brandon “Mr. Finance” Ellington, who is accused of promoting unregistered securities and business opportunities through a new fragrance venture despite previous state enforcement actions. The Secretary of State’s office has issued a Temporary Order of Prohibition and a Cease and Desist Order involving Rich Kats Designer Fragrances and says more than 300 investors have come forward during the investigation. Officials allege Ellington persuaded people to use retirement savings or take out loans to invest with promises of large returns that never materialized, leaving many with significant financial losses. The Securities Department is asking anyone contacted by Ellington about an investment opportunity to report it as the investigation continues.
