BELVIDERE — A former Boone County clerk and recorder is getting jail time for stealing from the county. Julie Bliss was sentenced to four years of probation and about six months in the Boone County Jail. She pleaded guilty this week to one count of theft of government property and two counts of official misconduct. Bliss was indicted on allegations of stealing money from the county and using a Boone County credit card to pay for personal expenses while serving as county clerk and recorder.
