The Illinois Commerce Commission stresses the importance of calling to locate utility lines before any digging projects, as hitting a line could cause outages or injuries. Illinois law mandates homeowners and excavators to contact JULIE at 811 at least 48 hours before digging, with penalties for non-compliance.
