Rochelle Proposes Interior Improvement Grants for Small Businesses

ROCHELLE — Rochelle may offer small businesses in the downtown TIF district grants to improve interior spaces. The proposed program would launch in January 2026 with $30,000 from landfill funds, providing up to $10,000 per project on a 50/50 match. Eligible businesses must have 25 or fewer employees and make permanent improvements related to safety, accessibility, or visual appeal, including flooring, lighting, HVAC, ADA, fire suppression, plumbing, and electrical upgrades. Furniture, decor, equipment, and cleaning are not covered. Businesses may apply once every three years and must remain open at least one year after receiving a grant. Applications require photos, estimates, and a project timeline, with approvals issued on a first-come, first-served basis. The program will run alongside the existing façade grant program and is pending city council approval.
