Rochelle Extends Economic Development Services Agreement With LCIDA

ROCHELLE — The Rochelle City Council on Monday night approved a resolution extending its agreement with the Lee County Industrial Development Association to continue economic development services through April 30, 2027. The extension follows the retirement of the city’s former economic development director in late 2024. The original agreement, approved in July 2024, was set to expire in December 2025. Under the new contract, LCIDA will provide up to 25 hours per week of economic development assistance to the city manager at an annual cost of $100,000, billed monthly. Funding will come from the rail fund, general fund, electric fund, water fund and wastewater funds. Tom Demmer has been serving in the role for LCIDA and has worked with city staff on several local development projects. The agreement took effect retroactively on Jan. 1, 2026, and includes a 90 day termination clause, with LCIDA responsible for payroll and benefits and indemnifying the city and its officials.
