Illinois Lawmakers Advance Plug In Solar Bill For Renters

SPRINGFIELD — A bill moving through the Illinois Senate would allow renters and others to use small plug in solar panel systems that connect to standard wall outlets. The measure would apply to low wattage systems placed on balconies, porches, patios or yards and would prevent landlords and homeowners associations from banning systems that produce 391 watts or less. Users would not need approval from an electricity provider or an interconnection agreement but would have to notify the provider within 30 days of installation. Lawmakers say the proposal would expand access to solar energy for people who cannot install rooftop systems. The bill passed a Senate committee on March 12 and awaits further action before a full vote.
