Duckworth Leads Bipartisan Bill to Expand Diaper Access for Families

WASHINGTON D.C. – U.S. Senator Tammy Duckworth has reintroduced a bipartisan bill to help low-income families access diapers and diapering supplies. The End Diaper Need Act of 2025 would provide $200 million annually through 2029 to support diaper banks, states, and other groups distributing diapers at no cost. The bill also allows families to use health savings accounts for medically necessary diaper purchases. Co-led by Senators Kevin Cramer of North Dakota and Peter Welch of Vermont, the bill follows Duckworth’s previous efforts to secure federal funding for diaper programs, including $30 million over the last two years. With one in two families struggling to afford enough diapers, Duckworth’s proposal addresses a growing need affecting families in Illinois and across the country.
